Importance The subject of the research is the process of realization of the program and target method of management of public resources in a constituent entity of the Russian Federation. The article deals with methodological approaches to assessment of effectiveness of strategic programs in a constituent entity of the Russian Federation. Objectives In our article, we aim to show possible techniques of assessing complex effectiveness of strategic programs taking into account the specifics of region's capabilities and possible threats for budget and population. The lack of comprehensive assessment of the effectiveness of strategic programs implementation in a territorial subject of the Russian Federation appears in weak coordination of budgetary funding opportunities with productive indicators of social and economic system. Methods We hypothesize that complex effectiveness has to include economic, social and socioeconomic effectiveness. Using the Perm region case, we have applied the method of correlation and regression analysis on the basis of which we have made evaluation of complex effectiveness of expenditures of consolidated budget for implementing the program of social and economic development of the Perm region for 2009 - 2012 and for the period till 2017. The production sphere, infrastructure and use of natural resources constitute a zone of ineffective and improper management. They identify the areas of threat to the social and economic system development, and, consequently, high budgetary risks. Results We conclude that currently the program resource management in regions requires new, higher-quality control mechanisms, one of which is comprehensive assessment of effectiveness of programs for strategic development of a region. Conclusions and Relevance The results of this research may be used by regional and municipal government agencies to create methodological and normative databases of program control over budgetary resources.
