Strategic trends for the Russian Federation social policy change

Importance The modern large-scale federal and regional social reforms aim to create the stable social environment of the Russian Federation and its regions. In this connection, the study of the mechanism of their implementation and particular results, which arise in the reform process, becomes especially relevant. The feature of the social environment development incorporates its indirect response to control action that, in many instances, is explained by an impact of nonlinear factors. In addition, the linear indicators implementation can lead to unexpected negative consequences, and this requires monitoring of findings.
     Objectives The goal of the paper is to identify strategically important trends of change in the Russian social policy. The achievement of this goal would stipulate the identification of the system of qualitatively new (nonlinear) factors, the assessment of the specifics of their influence on the social environment, the study of interaction of linear and nonlinear factors, and proposals for evaluation of the effectiveness of social policies.
     Methods I used the methods of logical and comparative analysis, and also a generalization method. In particular, in order to summarize the quantitative characteristics of pressure on economically active persons, who are productive age senior, I used the statistical analysis and methods of benchmarking. I also used a systematic analysis of the factors and the methodology of target management that ensures the effectiveness of social policy.
     Results I set forth a system of indicators characterizing the formation of social environment in the Russian economy. I offer a mechanism of participatory interaction between society and authority that is aimed at improving the efficiency of social policy implementation and provides opportunities for detection of strategically important trends of change in the Russian social policy.
     Conclusions and Relevance I consider the possibility to adjust the priorities connected with the evaluation of social policy effectiveness from economic and financial (cost-based) to the aggregate resulting indicators.
