The article considers the problem of increase of efficiency of activity of higher educational institutions engaged in training of highly qualified personnel for the Russian military industrial complex. Analyzed the main scientific approaches to optimization of financial maintenance of activity of higher educational institutions. Proposed mechanism model of budgeting for such activities, formation and expenditure of financial resources. The implementation of these models in practice ensures optimization of financial flows of higher educational institutions.
