Human capital as factor of intensive development of domestic economy in condition of global changes

In the article a system of arguments to prove that the human capital of its "quality" and "quantity" are major factors in the development of the domestic economy in the condition of global change are proposed. Without transition from the inertial scenario of development to innovative, modernization of domestic economy can't take place. Construction of a model of economic development based on the growth of labor productivity in all sectors of the Russian economy is proposed.
