The experience of implementation of the Canadian program of commercialization of innovative development (CICP) for the study the efficiency of linear model of the innovative activity in modern social and economic conditions is analyzed. The conclusion that the key factors of the efficiency of the national innovative system (NIS) are quality of communications between the subjects and level of information transparency of public administration is drawn.
