In the article bureaucracy as the fundamental category of administrative processes being on crossing of various managing directors of systems on an example of Russia and the countries of the West and the East are considered. The provision of officials and productivity of forms and methods of imperious impact on it are analyzed. The need of ensuring controllability of the country according to national interests locates is revealed.
