Problems and prospects of development of the human capital in economy of Russia

Research of the basic problems and prospects of development of the human capital in economy of Russia are presented in the article. The basic obstacles of construction of intellectual economy and a measure on their elimination are revealed. It is proved that the human capital is the dominating factor of economic development at transition to the sixth technological way. Results of the analysis can be used by controls formation, administration of educational institutions by working out of an educational, administrative, scientific and enterprise policy.
