Systemic factors considered by the stabilization of economic dynamics in the North Caucasus, the necessity of the transition strategy from the dominance of the distributor-governmental mechanisms in the federal system of regional economic policy to their repro-productive-incentive option. Substantiated and proposed a model of financial regional policies for priority support industrial and economic infrastructure of the North Caucasus.
