Maintenance of conditions for innovative development of economy of Russia and its regions demands active involving of labour resources in programs of improvement of professional skill and retraining of personnel. The approach offered in work to modernisation of system of improvement of professional skill and retraining of personnel on principles joint - financing allows to solve problems of social and economic development of the Russian regions on the basis of increase of intellectual and innovative potential of personnel of regional economy.
