Normal functioning and development of the state system depends on a condition and evolution of each element of this system, including tax institute. In the given work the author studies historical preconditions of origin and development of national system of tax safety of a society and the state. It is concluded that evolution of tax safety is connected with development of tax mutual relations between the state and a society depending on necessity of the decision of social and economic and political problems for the concrete historical period.
