Importance Under crisis developments in the Russian economy and falling oil and gas revenues, it is crucial to diversify the economy and support small and medium-sized businesses. This is a way to develop industries and spheres, whose tax revenues do not depend on raw material prices. Objectives The purpose of the study is to analyze one of the main problems, namely, start-up business financing in the Russian Federation, identify existing problems and areas for further development of relevant legislation. Methods The study employs analysis and comparison. The emphasis is on reviewing the conditions for various methods of obtaining finance. Results Crisis developments course an increase in the cost of borrowed resources for start-uppers and a drop in effective demand. The available methods of financial support to small and medium-sized businesses cannot compensate these negative environmental factors. Conclusions The study enables to use the obtained results in practical activities of a novice businessman choosing a particular source of funding. It also justifies the need to reform the legal framework in this area.
