Using a public-private partnership mechanism to increase the investment appeal of municipalities: The Orenburg oblast case study

Importance Nowadays, the structures of State administration at various levels and in all spheres are interested in public-private partnership (PPP) and realize the need to interact with agriculture in planning and goal-setting for effective development.
Objectives The objective of the research is to assess the use of PPPs by municipalities as a form of organization for unprofitable agricultural enterprises.
Methods I employed statistical methods as the methodological basis of the research.
Results The paper underpins the need for creating a mechanism of municipal and private partnership to increase investment appeal of municipalities. It offers the implementation mechanism, using the case of a farm operating in the Orenburg oblast (greenhouse facility and juice production plant recovery on the basis of public-private partnership established by the municipality).
Conclusions and Relevance Using the PPP mechanism by municipality and implementing projects on its basis will help recover agricultural enterprises, involve under-employed capacities and increase investment appeal of the municipality.
