Increasing the efficiency of government program implementation through the project-based approach

Importance Program approach is one of important mechanisms of State influence in economic sectors. However, nowadays a possibility is considered to correct the program approach, improving the quality of development and implementation of government programs, and to apply project principles, involving a thorough analysis of specific projects and enterprises.
Objectives The aim is to study major problems in using the program approach, to search for possible solutions, including through the synthesis of program approach with project-based techniques, and to suggest an algorithm for selecting the applications to provide State support.
Methods In the course of the research, I used sociological methods to collect primary information, a comparative analysis, expert interviews, and financial modeling.
Results The paper identifies main problems of program approach and offers recommendations for their solution through active State industry policy, optimization of development process, implementation and monitoring the government programs through the implementation of project mechanisms. I propose an algorithm for selecting the applications for State support. The obtained results can be used in the current activities of federal and regional executive authorities.
Conclusions The use of project approach in the development and implementation of government programs can improve their quality, define clear criteria and requirements for applications of those who need State support, and provide the necessary level of synchronization of activities under government programs and the budgetary process.
