Subject The article addresses financial relations in the Russian healthcare system. Objectives The aim of the study is to develop a system of financial relations that corresponds to the world recent scientific achievements in the field of healthcare organization and financing and enables to meet primary goals of the domestic healthcare system. Methods The study draws upon methods of historical, mathematical, logical, and structural analysis, and grouping techniques. Results We created a socially fair, balanced and economically effective financial model of the Russian healthcare system functioning. It may be applied in the Russian healthcare system at the country level (especially to formulate scientific, conceptual and methodological approaches to financial relations in healthcare), and at the regional level (for its practical implementation purposes). Conclusions and Relevance The Russian healthcare needs a new system of financial relations that are based on a balance between generation, distribution and utilization of financial resources to provide the maximum possible quality of services and cost-effectiveness of medical institutions, and on government control over financial support to public health service. The new model of financial relations should be theoretically substantiated and comply with laws and regulations of the Russian Federation.
