Subject The article addresses intergovernmental fiscal relations, fiscal federalism, and problems related to the balance of the budgeting system of Russia. Objectives The purpose of the study is to analyze aspects of the budgetary system of the Russian Federation, and identify the specific features of budget mechanism of the Chechen Republic. Methods The study rests on econometric methods to perform a comprehensive analysis of budget targets of the Chechen Republic. Results The analysis identified major positive and negative trends in the formation and execution of the budget. Furthermore, the paper structures the legislative and regulatory framework of the budget formation and execution, provides a brief description of the history of the budget system formation in the Chechen Republic. Conclusions and Relevance I propose and justify specific recommendations to improve the financial stability of the budget system of subjects of the Russian Federation. I also emphasize the role of the Federal Center in developing and implementing the policy of the region to improve its fiscal sustainability. Only joint efforts of the Federal Centre and the government of the Republic may help qualitatively and promptly cope with major deficiencies in some aspects of the region’s budgetary system functioning.
