Methodological bases of housing stock insurance against natural, ecological and technology-related risks

The topic of developing methodological bases of housing stock insurance against natural, environmental and technology-related risks is vital for Russia due to increasing number and scale of natural and technological disasters. The proposed conceptual model enables payment of insurance money in two ways. The first one is a direct payment to the policy holder to independently repair the destroyed property or buying brand new housing to substitute the lost property. The second is a payment to construction companies to restore or build a similar dwelling. This research significantly updates and broadens the scientific knowledge of applying the procedure for housing stock insurance against natural, environmental and technological risks. The research results may serve as tools for State legislative and executive authorities in developing and implementing the socio-economic policy in the housing sector with respect to protection of citizens' property interests against natural, environmental and technological risks. Insurance companies may also use the outcomes of the study to expand the scope and geography of their activities, develop new products in housing insurance, and enter new regional markets. The results may also be useful for developing training or retraining programs for specialists in insurance. In the context of the focus of the modern social policy on transition to market regulation in the housing sector (in particular, protection of citizens' property interests from adverse natural, ecological and technological impact on housing stock), the first priority strategic task is to create a sound system of insurance protection.
