In the article it is noted that inappropriate use of budgetary funds is one of the main problems of modern Russian budgetary process which reduces efficiency and addressing of expenses. The proposals for improvement of the mechanism of administrative responsibility of legal entities and individuals at inappropriate use of budgetary funds are made.
