In the article the method of an assessment of efficiency of the public expenditures of the region on social protection is presented and tested. The calculated values of the modified elasticity of official level of poverty on size of the public social expenditures of the region taking into account growth of a living wage allowed to carry out the comparative analysis of a ratio "expenses ? efficiency" in the largest regions of the Southern federal district (SFD). The analysis of the legislation of the Volgograd region allowed to establish the probable causes of low efficiency of social protection programs in the regions of Russia.
