In the article the problem of the effective implementation of the programs of the building of accessible dwelling acquired recently an even larger urgency is presented. The principles of the integration of state and subjects of investment- construction sphere are proposed, the bases of the socially oriented economy are examined. The conclusion is made that the functioning of new type partnerships in the building will make it possible to increase the effectiveness of the realization of national projects in the process of the modernization of the economy.
