In the article problems of modernization of a financial system of Russia are proved. On the basis of use of the system approach it is established that imperatives of modernization of the Russian financial system are stability and efficiency, approaches to an estimation of stability and efficiency of a financial system are offered. The condition is analyzed and key tendencies of development of structural elements of a financial system are allocated. The basic directions of modernization of a financial system of Russia are defined.
