In the article the importance of small business support under the financial crisis is considered; the system of indicators, characterising small business condition and development, efficiency of purpose-oriented programs for small business support is offered; also, calculation procedures to calculate an integral index of effectiveness of their realization are described. The fulfilment of purpose-oriented programs, aimed at small business support and development, in Novosibirsk within 2004-2007 is analysed, their efficiency being assessed.
