A human-resource infrastructure of the national innovation system: problems and development prospects

Importance The article describes the issues and the development prospects of human-resource infrastructure of the Russian National System of Innovation. The different aspects of manpower training are presented in the works of many foreign and domestic specialists from different perspectives and with different emphases.
     Objectives The aim of the present paper is an analysis of the current state of engineering and technical personnel training for the innovation sphere by institutions of higher and secondary professional education, and also highly qualified personnel training (Candidates of Sciences and Doctors of Sciences) and skilled workers, as well as determination of the main directions aimed at improving staffing support for innovation activities.
     Methods In the paper, I have considered the negative trends and problems of staffing support at the present stage of an innovative economic development, which involve such issues as workforce ageing, a reduction in the number of personnel engaged in research and development, the "brain drain", and the shortage of engineering and technical specialties. The paper's analysis of training situation related to human resources for an innovation sphere revealed a trend of decreasing supply of trained personnel for an innovation economy. The article reviews the today's organizational forms of advanced vocational training, additional training in the field of innovation activities, and foreign experience in the field of approach to staff training for professional production, as well as mechanisms applied to attract employers to participate in ensuring professional training.
     Results The staff assistance in an innovation activity, along with providing of scientific and engineering and technical personnel, also includes labor force formation and training of qualified workers and specialists.
     Conclusions and Relevance The paper identifies the main problems, which solution will enable to upgrade an existing approach and infrastructure reconstruction of qualified workers and specialists training. I also define the main directions aimed at improving the qualified workers and specialists training.
