Cause and effect relations in institutionalization of clusters and fragment of cluster portrait of the Volgograd region (metallurgy, petro chemistry, agriculture, information technologies and culture)

The article considers the issue of cause and effect relations in institutionalization of clusters in modern economy. The authors prove that geographical concentration is a consequence, instead of the reason of a clustering of economy on the basis of historical and logical arguments. The cluster is the result of market laws action, competition, commercialization of innovations, receiving network effect, innovations, uniform technology and aspiration of participants of economic relations to optimization of transactional expenses in the West, in Russia many of them were formed on the basis of a planned economy. The paper forms cluster profile of the Volgograd region bearing fragmented because attention is given to only a few types of economic activity, metallurgy, agriculture, petrochemicals, IT and culture.
