In the article the actual problem of molding of strategy of the social imperative within the framework of state budgetary policy is examined. The characteristic of system deficiencies in the technology of planning budget outlays, financing of state needs, mechanism of the state redistribution of incomes is given. The system of measures for the improvement of formation, distribution and use of budgetary resources in RF is proposed.
