A research into conditions for small business and entrepreneurship development: Evidence from the City of Ulyanovsk

Importance Considering the aggravating economic crisis in the Russian economy, it is strategically important to create conditions for small business development in regions and municipal entities so to resolve many socio-economic problems.
     Objectives The research identifies difficulties in implementing the policy for supporting small business and entrepreneurship in the municipal entity, determines promising areas for addressing the issues in line with the research into conditions of small business and entrepreneurship development in the municipal entity of Ulyanovsk.
     Methods The research applies methods of surveying businessmen and small businesses on the basis of representative sampling, data grouping, logic and comparative analysis.
     Results We found factors of the favorable business environment and conditions for developing small business and entrepreneurship in the municipal entity of Ulyanovsk, difficulties in developing small businesses and entrepreneurship, and determined the main aspects of the business support and regulation policy.
     Conclusions and Relevance It is necessary to consider information, advisory measures, rather than financial support mechanisms only, and strive for growing up the future generation of businessmen, generating business thinking and culture so to make a step towards a new and more advanced business level.
