Evaluating the macroeconomic efficiency of infrastructure support to the national innovation system of Russia

Subject The article addresses infrastructure support to the Russian innovation system that creates an appropriate innovative environment and contributes to efficient functioning of all subsystems of the national innovation system.
Objectives I focus on designing a comprehensive methodology to assess the performance of infrastructure support for innovative development.
Methods The paper considers the existing methodological approaches and combines the integrated approach to innovation infrastructure assessment with scientific substantiation of the system of chosen indicators, calculation of complex and integrated indices of infrastructure efficiency.
Results I designed a structural model of infrastructure support to the national innovation system and offered a methodological approach to its performance evaluation, which was tested on the database for 1995–2015. On this basis, I showed how certain factors influence the results of innovation and identified those having the biggest impact on innovation activity and providing a multiplier effect of State investment in innovative development.
Conclusions It is necessary to shift focus to commercialization of innovative products and high-tech services as a source of competitive advantages of the Russian economy. The findings may be useful for State and municipal authorities to work out plans and programs for innovative development, for higher schools to train students majoring in economics, and for research on innovative development.
