Importance The article investigates fundamental factors of the status and development of the Russian fuel and energy industry that determine the level of energy efficiency and technology upgrading capabilities.
Objectives It is important to understand reasons for missed targets of most of strategies and programs and identify ways to upgrade the fuel and energy complex based on the basis of productive energy technologies. The study focuses on technical and technological aspects of energy sector development.
Methods The study draws on the systems analysis, which aims to obtain adequate estimates of the situation over time and to use these estimates for strategic and tactical decision-making.
Results The paper defines the key points of failures associated with material factors, like age structure of fixed assets, low rate of disposals and new productive technologies introduction, etc. It discusses methods to measure energy efficiency, on which the relevant indicators depend.
Conclusions and Relevance The estimates show that the quality of technological equipment plays a significant role in the prospects for efficient development of energy industries. The management of processes of the fuel and energy complex upgrading should be guided by the principles of systems analysis from the perspectives of sectoral and economic efficiency, safety, and sustainability.
