A methodological framework for region's infrastructure adaptability research

Subject The article considers the development of methodological framework to analyze infrastructure adaptability. Infrastructure adaptability of the region characterizes its ability to adapt to current changes. The higher the adaptability, the more reliable the socio-economic configuration is.
Objectives The purpose of the paper is to justify and propose a unique method to assess the infrastructure adaptability of the region.
Methods The study employs statistical methods to calculate the index of changes, as well as the multivariate comparative analysis and the ranking method.
Results I developed a method enabling to determine the level of infrastructure adaptability of the region. This information makes it possible to say in what regions socio-economic changes will be implemented easily, in the normal mode, or fail. It will also allow the administrative authorities to plan in advance the innovation policy for each specific region, thereby providing for target orientation of financial expenditures and efficient utilization of budget funds.
Conclusions The methodology has a number of advantages, namely: unbiased data presentation, correct comparison of regions and their classification. The methodology may be used when analyzing any time period and any group of regions. It may serve as a basis for developing the socio-economic programs of social infrastructure optimization for each group of regions.
