Territorial rating as a tool to measure the wellbeing of regions

The paper analyses a number of aspects of regional wellbeing in Russia based on ratings and rankings. These are the tools to monitor the status of a wide range of social goods. They are based on integrated evaluation of various aspects of the socio-economic system functioning by aggregated heterogeneous criteria. I substantiate the rationale behind the use of ratings and rankings at both global and local levels. The paper considers the ranking position of federal districts and subjects of the Russian Federation according to their level of socio-economic development as defined by the Ministry of Regional Development of the Russian Federation. This ranking includes the evaluation of real economy of the Russian subjects, assessing their investment attractiveness, level of income and employment, and the status of their budgetary systems. The paper also presents the life quality rating of the population according to the RIA agency. It evaluates the situation in Russian regions against a wide range of criteria: per-capita income; housing conditions; social infrastructure; environmental and climatic conditions, etc. I provide a structure of integrated assessment of the human capital status by its components (demographic, education, employment, research and socio-cultural). I classify the subjects of the Russian Federation according to changes in their position in the rating; the classification highlights four groups of areas. The analysis of the rating enables to define the most and the least favorable regions in each federal district in terms of habitation.
