Investigating the labor market specifics in the region with low rate of urbanization

Importance Transformations and crisis phenomena in the Russian society significantly increased unemployment. It is crucial to search for scientifically based ways out of the today's difficult situation in the regional labor markets, including the Tyva Republic, identify reserves for development, and develop new strategic approaches and regulatory actions that would be adequate to modern socio-economic transformations.
     Objectives The study aims to determine the areas of labor markets regulation in regions with low rate of urbanization, identify factors influencing the condition and development of the labor market of the Tyva Republic, and substantiate recommendations to overcome the existing problems.
     Methods In the study, we used a method of systems analysis, statistical analysis, comparison and generalization, and methods of social research, i.e. surveys and expert assessments.
     Results Based on the consideration of scenarios of the Tyva Republic development, we performed the prediction calculations of the region's population from 2015 to 2025, and worked out recommendations for overcoming the existing problems in the labor market of the Tyva Republic.
     Conclusions The labor market in the Tyva Republic like all poorly urbanized areas is characterized by high level of unemployment and a significant demand for skilled workers in technologically sophisticated industries. High level of unemployment has the worst impact on rural residents and youth, therefore, it is crucial to concentrate financial resources on using special tools to regulate socio-economic development of poorly urbanized regions, i.e. formation of innovative clusters, special economic zones, tourism development, and support to young entrepreneurs.
