The rules of application of a method and estimation of results of distribution of grants, and also the consequences, following of them are proved and formulated. Attempt to apply Pareto -efficiency and the Pareto-optimum is made at revealing balance between two estimated criteria of validity of distribution. Own theoretical representations about curves of indifference are presented. Their construction on real data on areas of the Saratov area is shown, the brief characteristic is given.
