In terms of reformation of budget system in Russia we may observe swift development of budgetary accounting that is stipulated by necessity of maximum approach with the accounting system in commercial organizations as well as with international standards of financial reporting for public sector (MSFOOS). Reform in budgetary accounting is not end in itself but is stipulated by necessity of formation of qualitatively new accounting and analytical instruments and control procedures allowing development of reasonable solutions in budgetary section and choosing the most effective ways to fulfill tasks and functions of state.
